How OGRA Sets Fuel Prices in Pakistan
The Oil and Gas Regulatory Authority (OGRA) recommends petroleum product prices to the Ministry of Energy (Petroleum Division). From July 2026, official pump prices update daily at midnight PKT using a 7-day rolling average of international Platts benchmarks.
OGRA calculates pump prices using: international product benchmark (Platts Singapore HSD / Motor Spirit) + USD/PKR interbank rate + ocean freight + Petroleum Development Levy (PDL) + General Sales Tax (GST) + OMC margin + dealer commission + inland freight equalization. The final ex-depot price applies uniformly across Pakistan.
Petrol (Motor Spirit) and High Speed Diesel track different international benchmarks. In any given revision, one can rise while the other falls — this is called a “split revision.” This is why diesel fell on the same date petrol rose in September 2026.
Pakistan State Oil (PSO) is the largest with 3,800+ outlets, followed by Shell, Total PARCO, Attock Petroleum, GO, and Byco. All must sell at the OGRA-notified ex-depot price. The only exception is High Octane (HOBC) — unregulated, priced independently by each OMC, typically Rs. 30–80 above standard petrol.
Fuel Price FAQs — Pakistan
Today’s official OGRA fuel prices are shown live at the top of this page — petrol, HSD diesel, LPG, kerosene, and LSD. All prices are ex-depot rates, updated daily from OGRA notifications. See the full table in Section 3 above for previous prices and change amounts.
OGRA now publishes updated petroleum prices daily at midnight PKT using a 7-day rolling average of international Platts benchmarks — a daily pricing model adopted from July 2026. Previously, prices revised fortnightly on the 1st and 16th of each month.
HSD diesel carries a higher Petroleum Development Levy (PDL) than petrol — a deliberate government revenue policy. Since diesel is primarily consumed commercially (trucks, buses, generators), it bears a higher tax rate. IMF EFF programme conditions also mandate minimum levy levels, limiting how much diesel prices can be reduced.
Yes — the ex-depot price is uniform nationally across Punjab, Sindh, KPK, Balochistan, AJK, and Gilgit-Baltistan. Retail prices at pumps may vary Rs. 1–3/ltr due to inland freight equalization charges — cities farther from refineries may pay marginally more.
Standard petrol (RON 92 / Super) is OGRA-regulated. High Octane (HOBC) is a premium fuel with higher octane rating — its price is not regulated by OGRA and varies by brand and station, typically Rs. 30–80 above standard petrol. For standard vehicles, HOBC provides no measurable benefit.
The all-time high petrol price was Rs. 458.41/ltr and HSD diesel reached approximately Rs. 482/ltr — both in April 2026, triggered by the Iran War and Strait of Hormuz shipping crisis that caused international crude to spike 50–70% within weeks.
Pakistan imports most of its petroleum needs. When international crude (Brent/Arab Light) rises, local prices follow at the next OGRA update. Since oil is purchased in US dollars, a weaker PKR also pushes prices higher — even when crude stays flat. Track the live dollar rate Pakistan to gauge this pressure.
